resuffeling policy of MSP(minimum support price procured kapas purchase=Msp(minimum sell price of processed cotton bales required to be decided together

June 30, 2009

todays comodity news says govt to give agency rs-1600 crorres for the purchase of kapas -next year 2009-2010-
it is good and will be helpful to the sellers farmers

side by side a policy should be prepared for and to look and take of the procured kapas
norms -rules and statergy to be decided that no agencies be permitted to sell off the procured kapas  processed cotton bales at the lower rate than minimum support price in the same year
and even the need arrises they should be permittd to sell the processed of procurement comodity cotton bales the presiding year only

if the govt sells the procured process cotton bales the same year what will happen to the gin pressing units who had purchased kapas at the same period ,same time when agencies has procured kapas?how much loss to the pirivate party-gin press units-exporters- and those who are related in the cotton business?
agencies will get reimbersment of loss  from the govt .
but from where will the -gin press units-traders- exporter -and related person get heavy loss incured created by the agencies??

the abouve loss creation other than agencies will not last long and they will have to shut down their unit or go on continuing loss and carry forward the loss which will ultimately result its besiness in to collaps.
so all the persons except the agencies are in the great trouble and in great difficulty-
some policy sould also prepared for the related persons with the cotton industry other than the agencies leaving besides in the comming season 2009-2010.

this year 2008-2009 crorres of rupees lossess in the form of subsidies incurred openly in the market.
nothing to the persons related to the cotton industry as awhole also the private parties incurred havy losses who will reimburse them their loss in the business ??
who will give subsidy and loss accured to the gin press units-traders- exporters and persons related to the cotton industries?? ??
the policy will again be declare one sided???? EVERY COIN HAS ITS  TWO SIDED PLEASE NOTE.

some steps to be followed to redevelope the policy and try to revive looking to bothe ends

1) GOVT AGENCIES MSP( MINIMUM SUPPORT PRICE OF PROCURED KAPAS) FOR FARMERS

2)  MSP(MINIMUM SALE PRICE OF PROCESSED COTTON OF PROCURED KAPAS FIXED) FOR THE GIN PRESS UNITS,TRADERS, EXPORTERS, AND THE PERSONS RELATED TO THE COTTON INDUSTRY

POLICY-NORMS -RULES -REGULATIONS OF SELLING BELOW MSP SHOULD BE AGAIN LOOKED AND SHOULD NOT BE PERMITTED TO SELL BELOW SELL PRCE FIXED IN THE SAME YEAR  FOR THE BETTERMENT AND SOOTH RUNNING OF THE COTTON INDUSTRY MARKET AS A WHOLE
MAY GOD BLESS TO THE PERSONS RELATED TO THE COTTON INDUSTRY AGAIN IN THE YEAR 2009-2010- CONSIQUENT YEAR OF LOSS WILL OCCURED
IF PROPER ATTENTION NOT GIVE AND ISSUIE OF MSP(PURCHASE)=MSP(SALE PRICE)  WHICH IS  OVERLOOKED--AND TO BE IMPLIMATED AS EARLY AS POSSIBLE-AS SOME INCIDENCES MAY TAKE PLACE  TO RELATED PERSONS TO COTTON INDUSTRY JUST LIKE IN THE CASE OF FARMERS
